This one week workshop brought together experts in gravitational wave observations, electromagnetic observations, terrestrial nuclear physics experiments, nuclear theory,  r-process nucleosynthesis, and numerical simulation. Presentations covered inference of the neutron-star EoS and the sites of r-process nucleosynthesis in our galaxy from combinations of theory, observations, and experiments. Presentations also explored the state-of-the-art in simulating compact object mergers, including the determination of gravitational wave and mass ejection properties. Discussions between participants from the wide-ranging astronomy, simulation, and nuclear physics communities laid  groundwork for the interpretation of astronomical results from upcoming observational runs, and to connect their results to the impact on understanding both the properties of dense matter and the sites of galactic chemical evolution.
